<h1>What real health reform should look like </h1>

<p>Today, the House Budget Committee is to <a href="http://budget.house.gov/PRArticle.aspx?NewsID=1751" target="_blank">mark up a &#8220;reconciliation&#8221; vehicle</a>, initiating the greatest expansion in government and entitlement spending in a generation through a partisan process to push &#8220;health-care reform&#8221; across the finish line. </p>
<p>Despite claims of transparency and calls for a &#8220;simple up-or-down vote,&#8221; there is <a href="http://house.gov/budget_republicans/press/2007/pr20100312recon.pdf" target="_blank">nothing simple about this process</a>. This convoluted legislative charade demonstrates how far the Democratic majority has wandered from real health-care reform and cost control, employing any means to achieve political victory. </p>
<p>Through any analytical lens, the legislation will not address the central problem of skyrocketing health-care costs. The <a href="http://www.cbo.gov/ftpdocs/107xx/doc10781/11-30-Premiums.pdf" target="_blank">Congressional Budget Office estimates that families&#8217; premiums could rise 10 to 13 percent</a>; private-sector actuarial estimates top these already high numbers. The higher costs are driven by federalizing the regulation of insurance, narrowing consumers&#8217; options and reducing competition among providers. The health-care market would be dominated by government programs and the largest insurance companies, operating as de facto government utilities. </p>
<p>Rather than tackle the drivers of health inflation, the legislation chases the ever-increasing premiums with huge new subsidies. Already, Washington has no idea how to pay for the unfunded promises in Medicare, Medicaid and Social Security &#8211; and creating this new entitlement would accelerate our path to fiscal ruin. When you strip away the double-counting, expose the hidden costs that must be funded and look at the price tag when the legislation is fully implemented, the claims of deficit reduction are as hollow as claims of cost containment. </p>
<p>This legislation includes a range of job-killing tax hikes and controls on all Americans &#8212; to fund this new entitlement and to penalize employers and individuals who don&#8217;t play by Washington&#8217;s new rules. The CBO said last July that &#8220;<a href="http://www.cbo.gov/ftpdocs/104xx/doc10435/07-13-HealthCareAndLaborMarkets.pdf" target="_blank">requiring employers to offer health insurance, or pay a fee if they do not, is likely to reduce employment.</a>&#8221; The mix of mandates and higher costs will drive Americans into government exchanges, with an ever-enlarging number reliant upon taxpayer subsidies for their care. The architecture is designed to give the government greater control over what kind of insurance is available, how much health care is enough and which treatments are worth paying for. </p>
<p>The debacle of the past year&#8217;s &#8220;debate&#8221; has been a missed opportunity for real reform. Democrats and Republicans alike have put forward proposals that address the drivers of health-care costs, yet they have been ignored in this sharply partisan crusade. <a href="http://www.gop.gov/solutions/healthcare" target="_blank">House Republicans continue to offer common-sense solutions</a>, with specific legislation. Last May, Sens. Tom Coburn and Richard Burr and Rep. Devin Nunes and I collaborated to address rising costs while securing access to quality, affordable health coverage for all Americans. The <a href="http://www.house.gov/ryan/PCA/PCA.htm" target="_blank">Patients&#8217; Choice Act</a> takes on the discriminatory and inflationary tax exclusion, delinking the tax benefit from employers and attaching it to individuals through universal tax credits. The tax exclusion for employer-provided health coverage subsidizes insurance instead of health care, hides the true cost of coverage and disproportionately favors the wealthy at the expense of the self-employed, the unemployed and small businesses. Health-care economists across the political spectrum and reform-minded Democrats such as Sen. Ron Wyden identify the backward tax treatment of health care as a problem that must be addressed. </p>
<p>The Patients&#8217; Choice Act includes additional reforms &#8212; such as an emphasis on preventive care, medical malpractice reform and interstate shopping &#8212; that could be advanced one at a time in a bipartisan fashion to fix what&#8217;s broken in health care without breaking what is working. </p>
<p>This year I re-introduced my own proposals to tackle our entitlement crisis head-on. My plan, &#8220;A <a href="http://www.roadmap.republicans.budget.house.gov/" target="_blank">Roadmap for America&#8217;s Future</a>,&#8221; fulfills the mission of health and retirement security, lifts our crushing burden of debt, and spurs economic growth and job creation. In stark contrast to the vision being pushed by the majority in Congress, my plan unapologetically seeks to apply our nation&#8217;s timeless principles &#8212; our Founders&#8217; commitment to individual liberty, limited government and free enterprise &#8212; to today&#8217;s challenges. It does so in a way that honors our historic commitment to strengthening the social safety net for those who need it most. </p>
<p>If this debate had actually been about health care, we could have worked together to get a grip on costs, make quality care more accessible, address exclusions forpreexisting conditions and realign the incentives of insurance companies with those of patients and doctors. Yet this process &#8212; including its embarrassing conclusion &#8212; demonstrates that the debate has never been about health-care policy but, instead, paternalistic ideology. </p>
<p>Should the Democrats&#8217; health-care train wreck make it to the president&#8217;s desk, it will be a pyrrhic victory, and its devastating consequences will take their toll on our health-care system, our budget and our economy. </p>

<p><strong>WAUKESHA, Wis. &#8211; March 15, 2010</strong> - To date, over 5,500 people have signed an online petition organized by the Mark Neumann for Governor campaign that calls for government to preserve individual healthcare choice and curb expensive and unnecessary government-imposed coverage.</p>
<p>The online petition can be found at <a href="http://markforgov.us1.list-manage.com/track/click?u=755fc83e81cf0b4c29694d4b1&amp;id=0f228dbf21&amp;e=151f111fc9" target="_blank">http://strongwisconsin.com/healthcare</a>. Neumann will submit the signatures to all members of Wisconsin’s Congressional delegation and met with members of the news media outside US Rep. Gwen Moore’s Milwaukee office, where he handed over a copy of the petitions.</p>
<p>“As a final vote approaches, I hope our representatives in Congress are listening to the voices of folks across Wisconsin who are saying loud and clear that this is a huge, costly mistake,” Neumann said. “New state mandates, more taxes, higher deficits, and limits in choice are exactly the wrong direction for Wisconsin and the nation. The last thing the job market needs is a government takeover of one-sixth of the economy.”</p>
<p>Neumann stressed his desire to protect the right of Wisconsin citizens to opt out of federal healthcare requirements. As Governor, Neumann would support a state constitutional amendment that aims to preserve private healthcare options for the people in Wisconsin.</p>
<p>Specifically, this amendment would be aimed at ensuring people in Wisconsin have the right to enter into private contracts with providers for health care services and to purchase private coverage, and prohibits enactment of any law that requires any person to obtain or maintain health care coverage. Simply put, these decisions remain personal, not a government mandate.</p>
<p>“Folks in Wisconsin are angry and feel their voice is being drowned out in the rush to impose government-mandated healthcare,” Neumann said. “Independent-minded people across the state are standing up to say they want to keep the right to make their own healthcare choices.”</p>
<p>Neumann acknowledged that while reforms are needed to improve the healthcare system and rein in costs, sweeping government mandates are not the answer.</p>
<p>“People are concerned about getting and keeping quality health care at an affordable price,” Neumann said. “The impact on Wisconsin families paying higher deductibles, paying a higher percentage from their paychecks, and limiting the choices of doctors is a real problem and should be addressed.”</p>
<p>For example, Neumann said reducing health care costs by enacting legal reforms so as to allow doctors to stop the costly practice of defensive medicine should be passed. Waste, fraud and abuse of the system must be stopped. Health savings accounts should be encouraged and opportunities for this type of coverage should be enhanced.</p>
<p>Neumann noted an online comment from one of his 38,870 Facebook friends had it exactly right.</p>
<p>“His point was that the best solution to increasing health care coverage in America today is to have more job opportunities where the pay is reasonable and healthcare is provided as a benefit,” Neumann said. “The idea that most people would be forced, by law, to get healthcare coverage is wrong for this nation and it is certainly wrong for Wisconsin, and will be detrimental to our highest priority of bringing jobs to Wisconsin.”</p>

<p>On March 12, the Wisconsin Policy Research Institute (WPRI) released its latest poll on the Republican race for Governor. The results are a stunning reaffirmation of Mark Neumann’s campaign strategy.</p>
<p>Mark has all the momentum and the poll confirms it. That’s why the poll’s survey analyst said “the Republican race for Governor is an open contest.”</p>
<p>Here are the facts according to WPRI:</p>
<ul>
<li><strong>Mark Neumann now DEFEATS Walker outside Milwaukee</strong>. A reversal of the last WPRI poll in September. <span style="text-decoration:underline;">Where Mark advertises Mark wins</span>.</li>
<li><strong>Mark Neumann’s favorable name ID has increased by a whopping 50%</strong>. He is now 36% favorable against 16% unfavorable. Walker is 38% favorable against 16% unfavorable. Adead heat.</li>
<li>Among voters who primarily follow news through the television—where the campaign has been advertising—Walker’s lead is single digits at 8%.</li>
</ul>
<p>What does this all mean? Phase I of the campaign is over and to quote WPRI “<strong><em>the Republican race for Governor is an open contest.</em></strong>”</p>
<p>Perhaps the most important part of the survey is the fact that it was taken a week ago when the campaign was only advertising outside Milwaukee. <span style="text-decoration:underline;">We had only aired one commercial by then and were not halfway through the second</span>. On Friday, we went up heavily in Milwaukee and continue to advertise outside Milwaukee.</p>
<p>The Neumann campaign will continue to build momentum. Why? Because we are now aggressively communicating our message of <span style="text-decoration:underline;">cutting wasteful spending, lowering taxes, and balancing the budget to create jobs in Wisconsin</span>. It’s a message the appeals throughout Wisconsin and will attract voters in Milwaukee. And when voters hear Mark’s message they respond and vote for Mark.</p>

<h1 style="text-align:center;">Bad Ideas Abound in Madison</h1>
<h1 style="text-align:center;">Rep. Vos to Appear on <em>Up Front</em> with Mike Gousha Sunday</h1>
<p>This week was a vivid reminder of just how many bad ideas there are floating around Madison.  On Thursday, theAssembly Transportation Committee heard a variety of transit bills, including the one to create a SoutheastRegional Transit Authority (SERTA) that would be the governing body of the Kenosha-Racine-Milwaukee (KRM)commuter rail line.</p>
<p>The bill proposes raising the sales tax, instituting room taxes, car rental taxes or wheel taxes (or a combination of all of them) to fund the train.  However, it has taken the Democrats in both houses more than a year to come up with any sort of draft that might be palatable to all interests, and now it looks as though they still can&#8217;t find agreement.  The <em>Racine Post</em> recently posted <a href="http://news.racinepost.com/2010/03/democratic-leaders-trying-to-protect.html" target="_blank">an insider account</a> of the inner-party strife occurring over this bill.  Basically, some Democrats are afraid to vote for tax increases while others, including Governor Doyle, are hell-bent to get a shiny new train regardless of the cost.</p>
<p>However, they  would all be wise to take heed of a <a href="http://milwaukee.bizjournals.com/milwaukee/stories/2010/03/15/story3.html?b=1268625600%5e3027911" target="_blank">new survey released today </a>that shows that a majority of the people in southeastern Wisconsin are adamantly opposed to paying higher taxes for transit, even if it results in a direct reduction from the property tax. (Click <a href="http://www.thewheelerreport.com/releases/mar10/mar12/0312vosrta.pdf" target="_blank">here</a> to read my press release on the new survey results).</p>
<p>This survey only proves what I&#8217;ve been hearing from my constituents for years.  I&#8217;m hopeful that the people who continue to cry that commuter rail is necessary because it creates jobs will finally put their arguments to rest and realize that they can&#8217;t pull the wool over the eyes of the general public who know this is nothing but a taxpayer-funded, unsustainable boondoggle.</p>
<p>Another reminder of bad ideas run amok were the 19 committee hearings held this week that heard a myriad of bills &#8211; almost none of which addressed job creation. This despite the report released yesterday by the Department of Labor showing only 6 states have experienced greater job loss than Wisconsin and that <a href="http://www.csmonitor.com/Money/new-economy/2010/0310/Which-state-is-the-biggest-loser-in-jobs" target="_blank">we&#8217;re one of only a dozen states that have fewer people working today than at any time in the 1990s. </a>The Department of Labor also reports Wisconsin has lost 71,700 jobs between December 2009 and January 2010. </p>
<p>Finally, I was reminded of a very old bad idea when a Democratic senator admitted this week that she was wrong in voting for a budget that hiked car insurance rates by as much as 33% in some cases.  Sen. Kathleen Vinehout (D-Alma) introduced a bill to repeal those insurance increases and Rep. John Nygren (R-Marinette) joined her in her fight by coauthoring the legislation.</p>
<p>Even though more comprehensive repeals had previously been proposed by Republicans and not supported by Sen. Vinehout, I&#8217;m happy she came to her senses and to the side of her constituents, who I&#8217;m sure were vocal in their opposition to these increases.  But I fear the special interests and trial lawyers who benefit from these insurance rate hikes will be too powerful for any of the Democrats to help Sen. Vinehout in her attempt to repeal these provisions. My prediction is the bill never makes it out of committee and we continue to suffer the consequences by  paying much higher auto insurance premiums.</p>
<p>Thankfully the legislative session is almost over.  Once it is, legislative business will be halted and so will all the bad ideas that are currently floating around this building &#8211; at least for a few months.  But it&#8217;s my ultimate hope that the results of the next election will halt the bad idea machine for a long, long time to come.</p>
<h3 style="text-align:center;">Rep. Vos to Appear on Up Front with Mike Gousha</h3>
<p>Tune into WISN Sunday at 9am to watch <em>Up Front</em> with Mike Gousha.  The topic is the high speed rail no-bid contract executed by Governor Doyle for a $48 million train set from Spanish company Talgo.  No other company was allowed to submit a bid for the job, and it&#8217;s possible the deal could have resulted in a net loss of jobs to the state because Super Steel of Milwaukee was not awarded a subcontract.  They announced last week they are in receivership.  I will appear opposite Department of Transportation chief counsel, Bob Jambois.</p>
<p>This week, I joined my Republican colleagues on the Joint Finance Committee <a href="http://www.thewheelerreport.com/releases/mar10/mar9/0309gopjfctalgo.pdf" target="_blank">in submitting a request</a> to the Committee&#8217;s co-chairs for an informational hearing on the deal</p>

<p>Jobs Are Not “Natural” Things…</p>
<p>Any discussion involving jobs and employment recovery efforts must start with an acknowledgement that government does not—and cannot—create jobs.  Entrepreneurs do.  Government’s sole obligation in the job creation realm is to set the proper atmosphere for entrepreneurs to flourish…and this means creating a favorable risk environment based on tax and spending policies.  The more government taxes and spends, the greater the entrepreneur’s risk toward creating a profit, and, in turn, the less likely the entrepreneur is to create new jobs.  Conversely, conditions are favorable for such risk when government lowers taxes and reduces spending…which is the exact opposite of our current climate. </p>
<p>Put simply, jobs are not “natural” things—they’re not created unless a very specific and favorable atmosphere is present…and unless government interference and influence is absent.</p>
<p>Government’s Vested Interest in Staying Out</p>
<p>Government has a vested interest in making sure the atmosphere they foster is “job-friendly.”  First, when an economy is strong (and growing) and people are employed, they’re generally happier and are able to provide for their own basic needs and wants.  Secondly, because it provides a set of services that are otherwise infeasible for us to afford individually (such as military protection, fire/police services, etc.), government does need to create tax revenue to pay for these programs.  When the economy is weak and unemployment is high, tax revenue is significantly harder to raise…and raising taxes or imposing new government spending (like on health care programs) severely exacerbates this problem.</p>
<p>It’s going to take leaders with integrity and character to eliminate government programs and cut taxes in Washington so we can start creating jobs again.  And with the right people, ideas, and energy in public office to get government out of the way of the people, ideas and energy in the private sector, there’s no limit on what this great country can accomplish!  </p>

<h2 style="text-align:center;">Vos to Dems: Stop Ignoring Taxpayers’ Opposition to Transit Taxes</h2>
<h2 style="text-align:center;"><em>New Survey Confirms Southeast Residents Very Opposed to Transit Taxes and Fees</em></h2>
<p><strong>Madison</strong><strong>…</strong>State Representative Robin Vos (R-Caledonia) pointed to a newly released survey today as more evidence that Wisconsin Democrats are ignoring the will of the people when it comes to instituting tax and fee increases to pay for highly controversial rail and transit projects. </p>
<p>“This new survey proves what I’ve been hearing from my constituents for years: The majority of the people in the southeastern region aren’t willing to pay for commuter rail,” claimed Vos. “I hope these findings will once and for all exonerate them from having to do so.”</p>
<p>Conducted by the Public Policy Forum in partnership with the University of Wisconsin – Milwaukee and <em>The Business Journal</em>, the poll found that residents are “adamantly opposed to establishing a regional transit authority that would be funded through an increase in the sales tax,” according to a<em> Business Journal </em>report<em>.  </em>The same report stated that respondents “also are opposed, by a fairly wide margin, to increased user fees or sales taxes even if it leads to lower property taxes”.</p>
<p>“It’s easy to understand why the Democrats have been so reluctant to include binding referenda in each version of transit legislation they have written,” Vos said. “They’d rather have the shiny new train than pay attention to the will of the people.”</p>
<p>Vos believes the transit debate is similar to the healthcare debate occurring right now at the federal level. </p>
<p>“People may initially show a willingness to support what might seem like a great idea until the details are exposed,” he said. “But voters aren’t stupid. They’ll figure it out no matter how hard the party in charge might try to ram it down their throats because they think they somehow know better.”</p>
<p>Vos continued: “The price for ignoring the voice of the taxpayers on this transit issue will be paid in the next election.  Democrats would be wise to mitigate the damage by giving up the campaign to force this unsustainable boondoggle on Wisconsin residents.”</p>

<p>Wauwatosa – Tomorrow, Scott Walker, Milwaukee County executive and candidate for governor, will air his first TV ad called “Salary,” highlighting Scott and Tonette Walker’s decision to give back $370,000 of Scott’s salary to the taxpayers.  The ad will air across Wisconsin.</p>
<p>“Tonette and I made decision to give back $370,000 of my salary because we believe it’s time to cut government waste and fundamentally change the way government does business,” said Walker.  “Our campaign is about every day Wisconsin families worried about their jobs and family budgets, and who are sick and tired of politicians who think it’s OK to waste taxpayer money and grow government.”</p>
<p>The ad directs viewers to Walker&#8217;s website <a href="http://www.brownbagmovement.com/" target="_blank">www.brownbagmovement.com</a>.  The brown bag will be a key theme in Walkers campaign.  He drives a 1998 Saturn with more than 100,000 miles on it and packs his own brown bag lunch each day before heading to the office to save money in his family budget.  Walker approaches his county budget the same way, cutting out waste to do more, with less. </p>
<p>Since his election in 2002, Walker has cut the county debt by 10%, cut the county government workforce by 20%, and introduced eight consecutive budgets without an increase to the property tax levy from the previous year.</p>
<p>Scott and his wife Tonette live in Wauwatosa with their two high school aged sons, Matt and Alex.</p>

<p><strong>WAUKESHA, Wis. &#8211; March 10, 2010</strong> - In the third television ad of the campaign from Mark Neumann, the candidate for Governor highlights the critical difference he offers to voters looking for a change from the ‘politics as usual’ that has led to soaring taxes, huge deficits and historic job losses.</p>
<p>“Some days it’s hard to tell Republican insiders from liberal Democrats,” Neumann says in the ad. “In Congress, I fought for lower taxes and less spending. That’s the kind of thinking we need to get Wisconsin going again.”</p>
<p>The full ad, titled ‘Insiders,’ can be viewed online at <a href="http://markforgov.us1.list-manage.com/track/click?u=755fc83e81cf0b4c29694d4b1&amp;id=e4618b72a8&amp;e=151f111fc9" target="_blank">MarkForGov.com</a>. The ad will begin airing across Wisconsin on Friday. Neumann, whose decades as a businessman stand in stark contrast to the resumes of his election opponents, calls for a ‘revolution’ in Wisconsin as part of the new ad.</p>
<p>“This ad continues the wonderful momentum we have been building. Folks across Wisconsin are responding to our message of job creation, responsible budgeting, and reducing taxes,” Neumann commented.</p>
<p>Neumann campaign manager Chip Englander added, “We are making an all-in commitment to ensure that as many folks in Wisconsin as possible will see Mark’s positive message, and clearly understand his agenda and record of experience.”</p>
<p>Englander also commented on reports that primary election opponent Scott Walker is starting to run his first television ad in parts of Wisconsin this week, in an apparent response to Neumann’s series of ads that have been airing for several weeks.</p>
<p>“It’s not surprising that Walker is finally responding with his first ad. He’s in trouble because we’re on offense and he’s on defense,” Englander concluded.</p>
